Welcome to the Dover Area School District! We are excited to have you join our Dover family. Central registration makes enrollment in the Dover Area School District much easier for families by providing one place to register your children for school. Our goal is to provide a family-friendly environment with a warm "Dover Welcome" to the district while maintaining consistent procedures and practices for enrolling students. Please click the appropriate area below based on your student’s, or students’, needs.

Please note that registering your student online does not enroll them in school.

2020-2021 KINDERGARTEN REGISTRATION

 

Welcome to kindergarten registration for the 2020-2021 school year for the Dover Area School District. Our registration process begins with the online registration form system. To use the system, you must first have an active email account.

If you already have a Skyward Family Access account, login into your account and click the New Student Registration button on the left side of the screen.

After you have submitted your application, and provided the required documents to complete your child’s registration you should email Mrs. Hake, Central Registrar, at mhake@doversd.org to select a kindergarten screening appointment time for your child. The screening appointment will be conducted in the specific elementary school on the following days:

UPDATE:  With the Governor closing schools indefinitely, we are delaying the kindergarten screening process. We will be determining a date once we receive further guidance from the state and will communicate that date.

The following documents are required for completion of your child’s registration and you should upload them to your child’s account or email them to Mrs. Hake and she will upload them for you.  This must be done before you will be able to select a screening appointment time for your child.

  • Copy of custody papers (if applicable)
  • Birth Certificate
  • Immunization Records
  • Two forms proof of residency - A lease agreement or mortgage/property deed may be used to determine residency.  
  • If you do not own the property or do not have a lease agreement, then all of the following must be done to show proof of residency:
    • Notarized letter from the property owner giving permission to live at the residence or (residency affidavit). Two (2) of the following need to accompany the notarized letter or residency affidavit:
    • Driver’s License/State ID showing the parent’s name and the address being used for residency.
    • Pay stub showing the parent’s name and the address being used for residency.
    • Utility bill showing the parent’s name and the address being used for residency.
    • Car Registration showing the parent’s name and the address being used for residency.
    • Copy of tax return showing the parent’s name and the address being used for residency.

Minimum age for kindergarten: A child is eligible if he/she turns five (5) years old on or before August 31 of the school year in which she/he seeks admission.

Registering: New Student to the Dover Area School District

The following documents are required for completion of your child’s registration and should be uploaded to your child’s account or email them to Mrs. Hake and she will upload them for you.  This must be done before your child will receive an enrollment start date with the Dover Area School District.

  • Copy of custody papers (if applicable)
  • For grades Kindergarten through 6th grade: Copy of most recent progress report from previous school.
  • For grades 7th through 12th grade: Copy of most recent schedule and transcript from previous school.
  • Birth Certificate

For Kindergarten and Elementary Registrations:  Please note that school placement is based on the physical address you reside.  Your child’s enrollment start date will generally be 2 – 3 days after the registration is received by the district and Mrs. Hake has contacted you to confirm that all required documents have been received and are acceptable to complete the registration.  Your building secretary will then contact you to provide specific class information and answer any additional questions you may have.  Transportation will also contact you prior to your child’s first day with their bus information.

For 7th - 12th Grade Registrations: Your child’s enrollment start date will generally be 2 – 3 days after the registration is received by the district and Mrs. Hake has contacted you to confirm that all required documents have been received and are acceptable to complete the registration.  Students in 7th– 12th grade are required to have a guidance counselor complete a schedule prior to their first day of school to determine appropriate placement. You will be afforded the opportunity to pay a $30 technology fee for the current school year to cover iPad damage. This may be paid at the time of your enrollment or make arrangements with the guidance counselor.

Moving Within the Dover Area School District

Families that have moved to a new address within the district but places them in a different attendance zone, should contact Mrs. Hake, Central Registrar, at mhake@doversd.org or 717-292-3671 ext. 80113 or Mrs. Fultz at vfultz@doversd.org or 717-292-3671 ext. 80104 to provide the change of address form and proper proof of residency.

You must provide the following documents:

  • Two Forms Proof of Residency - A lease agreement or mortgage/property deed may be used to determine residency.  If you do not own the property or do not have a lease agreement, then all of the following must be done to show proof of residency:

Once you have provided all necessary documents you will be supplied with your transportation information and start date for your students at their new elementary school. If the student is in 7th– 12th grade, their building will not change, but new bus information will be provided to you.

Returning to Dover Area School District from Another District

Families that are enrolling back into the Dover Area School District and already have/had a Skyward account, will need to contact Mrs. Hake, Central Registrar, at mhake@doversd.org or 717-292-3671 ext. 80113 or Mrs. Fultz at vfultz@doversd.org or 717-292-3671 ext. 80104 to schedule an appointment.  

You must bring the following documents to the enrollment appointment:

  • Biological Parent/Legal Guardian must be present to sign paper work
  • Copy of custody papers (if applicable)
  • Birth Certificate
  • Immunization Records
  • Copy of last report card / Transcript (Grades 7th–12th)

Once you have met with Mrs. Hake and provided all necessary documents, you will be provided with your transportation information and start date for your student.  You will be scheduled to meet with your student’s building secretary prior to the first day of school. Students in 7th– 12th grade will be required to meet with their guidance counselor to complete a schedule prior to their first day of school to determine appropriate placement.

Withdrawing from the Dover Area School District

Families that are moving out of the Dover Area School District must complete the PDF DocumentStudent Withdraw Form and return to the school where your child attends. Your child will not be officially withdrawn from Dover Area School District until we have received notification from the new district that your student has been enrolled.  Please note, you are still subject to truancy citations during this time.

NOTE FOR STUDENTS WITHDRAWING TO ATTEND CYBER SCHOOL 

For students who are withdrawing from the Dover Area School District to attend an outside cyber charter school placement, but still remain a Dover resident the student must remain in attendance at their assigned school until the Dover Area School District receives official notification of the student's enrollment start date. An enrollment application process does not constitute a start date. If the student elects to not come to school until the official start date is received, the student will be marked absent and truancy will be pursued.  

Home Education Information

Home education programs for students of compulsory school age residing in the Dover Area School District shall be conducted in accordance with state law and regulations.[1][2][3]

**Effective July 1, 2020: Pennsylvania compulsorily school age will be age 6 to age 18.

Procedures to follow for home education families submitting paperwork to the Dover Area School District:

New Home Educated Families will need to do the following:

  • Submit a notarized affidavit.

  • Submit a copy of your child's immunization records or a Medical/Religious Exemption form.

  • Submit a copy of your teaching objectives with the affidavit. (This should be done by August 1st of each new school year.)
  • If your child is currently enrolled in the Dover school district and you are withdrawing your child from the Dover brick and mortar school to home educate them mid-year, you must notify the current building your child is attending immediately, provide a notarized affidavit and objectives for your student to the Central Registrar at the Dover Administration Office, 101 Edgeway Road, Dover, PA. 17315.

If you are moving into the Dover Area School District as a home Educated Family/student:

  • If you are enrolled in a district outside of the Dover Area School District you must notify that district in writing, at least 30 days prior to your moving out of the district. Your notification should also request that the sending district provide Dover Area School District with copies of your home education paperwork and reflect that you were an approved home educated family in their district.  You are still required to provide Dover Area School District with a new notarized affidavit when you move into our district.

Returning Home Educated Families should:

  • Submit a new, notarized affidavit by August 1st of each new school year.
  • Submit a copy of your teaching objectives with the affidavit.
  • Submit your child's Home School Evaluation Report, signed by a licensed or district approved Evaluator by June 30th of that school year.

Objectives:
Objectives should consist of an outline of the curriculum your child will be following during the school year.  This may include a list of classes or textbooks your child will be using during the year.
